now can you transfer funds from a CharlieTicket to a CharlieCard (but)
As of today December 21st you can now transfer any remaining funds on a CharlieTicket to a CharlieCard but to do so you have to go to the new CharlieCard service center at Downtown Crossing and it will be open Monday-Friday from 8AM to 6 PM.

I went to Downtown Crossing an Dec. 22 only be told that the service center would not be open until the 27th.

Can I transfer stored value from my CharlieTicket to a new CharlieCard? If so, how?
Yes, you can transfer the stored value on a CharlieTicket to a CharlieCard, but only at our customer service center located at Downtown Crossing. This center is scheduled to open on December 21st and will be open Monday through Friday from 8AM-6PM.
